Conference on implementing training program for leaders and managers in Vietnam Health Sector

       On 17th April 2018 in Hanoi, Ministry of Health organized the meeting to deploy the training leading cadres, Vietnam health sector management to assess, record the results, reflect the opinion of the participants of the first key and adjust the to build the perfect training programs of the highest quality.

       Conference attendees have Minister of Health Nguyen Thi Kim Tien; Mr. Trieu Van Cuong - Vice Minister of Home Affairs; Prof. Le Quang Cuong,PhD - Deputy Minister of Health; Dr. Kidong Park, WHO representative in Vietnam. Leaders and representatives of the Professional Service, Bureau, Office, units and subordinated to the Ministry of health. Representing the social issues Committee of the National Assembly, the Ministry of education and training, representatives of the World Health Organization, the World Bank and more than 100 students are the first students of the course in August 2017.

"

       Resolution No. 20-NQ/25/10/2017, at the session on Friday, the Central Committee of the XII of the Communist Party of Vietnam on strengthening the work of protect, care for and improve people's health in the new situation confirmed "as a medical Special. Medical personnel must meet the requirements of professional and medical ethics; need to be recruited, trained, used and special remuneration ... "resolutions giving direction institutional innovation, organization, method of management, human resources in the health sector.

       To ensure successful implementation of resolutions of the party, one of the important factors is the medical team capable of operating the unit's performance. The decentralization and autonomy in managing medical institutions increasingly expanding, while some parts managers have not been trained about the proper management leader, took time to learn , learning when to receive the mission. that is why the Health Ministry identified the training, the fostering of medical management for leading cadres, medical Industry management is a necessary task to prepare and update knowledge on medical management , capacity, leadership skills for leading cadres, enhance management efficiency, the performance of the medical industry make good advocates renewal of the health system.

       The training program, fostering applied the principles and methods of training based on the capacity to equip students with the knowledge and leadership skills, management in the health system, policy, strategy-oriented health sector development , management of resources, management activities and provide medical services. To build this training program, school of public health University of Rennes-CH France in cooperation with the relevant units of the Ministry of health, build 3 training programs of medical management for leading cadres health sector management. The process of building this training program made the article, with numerous workshops please opinions of managers as leaders of Medical Service, Bureau, Department of health, the hospitals and health units in both the water; at the same time have the consultation of experts in the country. The program is the Department of health evaluation and deployment, 8/2017.

       With training methods based on competencies, the training program is structured into 4 stages:

       Stage 1: focus on the three-week-long class provides the knowledge and skills necessary for the work of management leadership;

       Stage 2: go learn fact 1 week locally to contrast and compare the knowledge learned with the practices in the medical facility;

       Stage 3: practical application of leadership, management at the Agency's work in 8 weeks;

       Stage 4: update and report the experience sharing applications in 1 week.

       The instructors of the course is the leader of the Ministry of health officials, the leadership, the Bureau concerned, experts of the Ministry of industry to update and guide the students to perform the writing of medical management; a number of representatives of international organizations are invited to share the experience of the international. Besides, the University's Faculty of public health and the public health Institute in Ho Chi Minh City to coordinate teaching, codified the theory and the principles of leadership, management.
