Hypertension and diabetes are two of the leading non-communicable diseases in the world as well as in Vietnam today. In order to control the burden of diseases caused by these health problems, it is necessary to implement synchronous solutions from the central to local levels, in which commune / local health stations play a very important role, because the health station considered the foundation, the backbone of the health system; At the same time, the frontline, the "gatekeeper" of the health system in primary health care, is closest to the people. Not only that, grassroots health care is an accessible place with low costs, social justice, and reducing hospital overcrowding at higher levels. Therefore, the implementation of researches on non-communicable disease management at the commune level will contribute to improving the quality of medical examination and treatment effectively for the people.

Based on the proposals of Nam Dinh University of Nursing and the Department of Health of Nam Dinh province, the task of science and technology at the provincial level in 2019 with the name "Some solutions to to improve the effectiveness of preventing, detecting early and managing hypertension and diabetes at the commune level in Nam Dinh province (Decision No. 76 / QD-UBND dated 21^st March, 2019 issued by People's Committee of Nam Dinh Province). Nam Dinh University of Nursing was assigned to be in charge of the task with the coordination of Nam Dinh Health Department.

The project is implemented in 15 communes / wards of Nam Dinh city health center, Vu Ban district medical center and Hai Hau district medical center. After 7 months of implementation, despite the great impact of the Covid 19 epidemic, with the efforts of the Management Board, the support of the Department of Health of Nam Dinh province and the enthusiastic cooperation of the medical stations practice. The topic management board also correctly and fully implemented the contents of the plan in the contract signed with the Department of Science and Technology of Nam Dinh province.

With the aim of reporting some preliminary results on the status of prevention, early detection and management of hypertension and diabetes at the commune level and discussing solutions to enhance the effectiveness of these activities in In the coming time, on July 3, 2020, Nam Dinh Nursing University collaborated with the Department of Health of Nam Dinh province to co-organize the seminar " situations and solutions to improve the effectiveness of preventing, detecting early and managing hypertension and diabetes at the commune level in Nam Dinh province " .

Attending the seminar, on the part of the presiding unit, was Assoc. Prof. Dr. Le Thanh Tung – NDUN Rector and members of management boad. On the side of Nam Dinh Health Department, there was MSc. Khuong Thanh Vinh - Deputy Director and representatives of the medical profession. On the side of the guests, there was Mr. Nguyen Hoang Anh - Deputy Director of Nam Dinh Department of Science and Technology; representatives of Nam Dinh Department of Health; representative of Nam Dinh CDC; representatives of health centers of districts and Nam Dinh city; representatives of the ward / commune health stations in the study sites; leaders and representatives of the Faculty of Public Health of Nam Dinh University of Nursing.

Speaking at the workshop, Assoc.Prof.Dr. Le Thanh Tung – NDUN Rector emphasized the important role of the team of health workers in the village and commune in prevention, early detection, management of hypertension and diabetes at the commune level and in the community as well as the urgency of the topic.

At the workshop, there were three presentations, including: knowledge of commune health workers about hypertension and diabetes; reality of implementing preventive activities, early detection and management of hypertension and diabetes in some communes of Nam Dinh province; some solutions to enhance effectiveness of prevention, early detection, and management of hypertension and diabetes at the commune level.

After the presentations of the reporters was an active discussion of the workshop participants on solutions to improve effectiveness of prevention activities, early detection and management of hypertension and diabetes at the commune level, representatives of CDC centers and health centers of districts, cities / wards / communes in Nam Dinh province said that they offered solutions to overcome difficulties in preventing Presently, manage high blood pressure and diabetes at the commune level.

At the end of workshop MSc.
