       On 9th December 2017 the ceremony to  launch the National Action Month on Population and Vietnam Population Day was organized by the Ministry of Health (MOH) in collaboration with the People's Committee of Hanoi City. Attending the ceremony there were Mrs. Dang Thi Ngoc Thinh - Member of the Party Central Committee, Vice President of the Socialist Republic of Vietnam; Mr. Nguyen Viet Tien - Deputy Minister of Health; Mr. Ngo Van Quy - Vice Chairman of Hanoi People's Committee; Mr. Nguyen Van Tan - Deputy General Director of General Department of Population and Family Planning; about 1,000 representatives from relevant ministries / branches; representatives of departments / branches of Hanoi; representatives from MOH Departments; General Department of Population and Family Planning; representatives from Health Departments and Offices of Population and Family Planning in15 provinces / cities; the central and Hanoi news agencies; population staffs and collaborators; young people of the capital.

Vice-President Dang Thi Ngoc Thinh delivered her speech at the ceremony

Speaking at the ceremony, Vice President Dang Thi Ngoc Thinh emphasized: "The sixth conference of the Central Executive Committee has issued Resolution No. 21-NQ / TW dated 25th October 2017 on population tasks in the new situation in which population tasks are the first important factor of the national construction and defense. They are strategic, urgent and long-term ones. They are the tasks of the Party and people. Their all aspects should be covered including: the scale, structure, distribution, the quality of the population in its relationship with the economic, social, defense and security factors, and ensurance for rapid and sustainable development. The focus of population policy is swifted from family planning to population and development." This is the close attention and direction of the Party and State to solve the problems of population for national development in the new situation; to identify new contents and focus, to propose comprehensive solutions to bring the tasks of population and development to new heights for the construction and development of the country in the period of industrialization and modernization."

Prof. Dr. Nguyen Viet Tien - Deputy Minister of Health delivered his speech at the ceremony

Speaking at the ceremony, Deputy Minister of Health Nguyen Viet Tien proposed the population branch to focus on the following key tasks: organize a meeting for the population branch about the Resolution No. 21 of the 12th Central Committee on population tasks in the new situation in order to advise effectively the concretization of solutions for comprehensive implementation in localities and institutions; shift the focus of population policy from family planning to population and development; to strengthen synchronous solutions to maintain a stable replacement rate, to continue the movement "each couple has 2 children" to reach the population of 104 millions by 2030; have the comprehensive reform and diversification of forms and methods of communication; to develop service provision networks, service provision forms for stabilizing and raising the quality of population; to improve the quality of counsultation and premarital health examinations; diversify the types of reproductive health / family planning services for adolescents and youth; to reduce the status of underage marriages and infertility marriages in remote areas, especially in areas where the ethnic minority people live.

Deputy Minister of Health gave the flag to the Youth Union

At the moment, the project of screening and early diagnosis of prenatal and neonatal diseases was conduccted in 63/63 provinces and cities across the country. At central level, women may go to six screening centers including the Central Obstetrics and Gynecology Hospital in Hanoi; Tu Du Hospital in Ho Chi Minh City; Hue College of Medicine and Pharmacy; Obstetrics and Gynecology Hospital in Can Tho and the National Hospital of Paediatrics; Pre-natal and prenatal screening center in Nghe An province. The centers provide these services to pregnant women and infants. At the district level, women can go to the Population and Family Planning Center for counseling, screening for early detection of abnormalities or fetal malformations.

To achieve the above objectives, in the coming time, the Ministry of Health will focus on implementing the following major solutions: to organize propaganda to improve awareness, responsibilities of the Party Committees, authorities, committees, branches, unions at all levels and the whole society about the role, position and importance of population tasks for the sustainable development of the country; to speed up the implementation of the Party Central Committee's Resolution No. 21 / NQ-TW dated 25th October 2017 on population tasks in the new situation to successfully implement the strategy of population and reproductive health in the period 2011-2020 and action plan to communicate behavioral change towards the population and development in the period 2016-2020 with the proposed targets in the Resolution No 21.
